How to Fix Congress - From the Grassroots

The following was shared by one of our readers:
2010 would be the year to do this, definitely. There are democrat congressmen resigning - they have woke up to the fact that they can't get re-elected when they act like Pelosi - Reid and all the rest of the dictators that have been in for 30+ years.

My friend and neighbor wants to promote a "Congressional Reform Act of 2009". It would contain eight provisions, all of which would probably be strongly endorsed by those who drafted the Constitution and the Bill of Rights. Friends, please send me your recommendations on how this bill can be improved.

I know many of you will say, "this is impossible." Let me remind you, Congress has the lowest approval of any entity in Government, now is the time when Americans will join together to reform Congress - the entity that represents us.

We need to get a Senator to introduce this bill in the US Senate and a Representative to introduce a similar bill in the US House. These people will become American hero's. Please send any ideas on how to get this done.

15 Million Americans Are Out Of Work. So Why Is Our Government Still Bringing In 1.5 Million Foreign Workers A Year?

It doesn't make sense. 15 million Americans can't find a job and our government is still allowing 1.5 million foreign workers a year to enter this country and take American jobs. And that's not counting the illegal workers taking jobs. With Americans losing their houses and struggling to put food on the table, how can we continue giving jobs away? CBO: Reid's bill WILL increase the deficit, by $170 billion

Once again, Democrats are telling bold-faced lies when they claim their legislation will reduce the deficit and extend the life of Medicare! This time they're using Bernie Madoff/Enron style accounting tricks to camouflage their lies.

In response to a request by Senator Jeff Sessions, the CBO today released a statement correcting the misrepresentations being propagated by Senate Democrats. Reid, President Obama, and other Democrats are claiming the CBO score indicates the Senate bill will reduce the deficit by $130 billion over the next 10 years and add 9 years to the lifespan of Medicare.

But the CBO says not so fast. It appears Democrats took great care in phrasing their request to the non-partisan agency, playing a sort of shell game to fool the American people with a slight of hand. Evidently, hen Harry Reid requested the CBO score, he only asked for the impact on the Medicare trust fund balance. That doesn't sound so bad until you understand what the CBO calls "Trustfund Accounting."

The Medicare Trust Fund doesn't actually hold hard assets. It's more like a drawer full of IOUs issued by the federal government, if it's operating in the black. The Trust Fund takes money in and pays money out. If it takes in more than it pays out, the government takes the surplus and issues the Trust Fund an IOU.

Now it's not like the government puts that money in a savings account. Our never frugal government spends that money it collected to pay for Medicare on something else! No plan on how to pay off the IOU when it comes due either. Just pass the debt on down to future generations.

The Trust Fund Accounting system used by the CBO doesn't account for what happens to the cash once it's removed from the Trust Fund, or the government's ability to repay the borrowed money. This accounting method treats Uncle Sam's IOU the same as you and I treat our bank account. Just like the folks at the Medicare office could walk up to a teller and say "I'd like to withdraw all our money."

The problem is, there is no money. It's just a piece of paper that's waiting for some future Congress to raise taxes on our children to repay the money.

In the current legislation, the CBO saw Reid's bill would result in approximately $300 billion more being taken into the Medicare Trust Fund than it would pay out in the next. So Obama, Reid, and Pelosi will write out a professional looking IOU, hand it to the Medicare Trust Fund accountant and leave with $300 billion of taxpayers' money. That money will be used to create new federal programs, fund abortions, pay bureaucrats, and other creative ways government finds to squander money.

"To describe the full amount of HI trust fund savings as both improving the government’s ability to pay future Medicare benefits and financing new spending outside of Medicare would essentially double-count a large share of those savings and thus overstate the improvement in the government’s fiscal position."

But to make it look nice, Reid and his Democrat cohorts rigged it to look like $130 billion won't be spent. So, in effect the deficit should be reduced by $130 billion. Sounds good right?

The problem is, they're also trying to claim the entire $300 billion (of which they've blown $170 billion) is used to extend the viability of Medicare. Put simply, they want to spend the $170 billion now and say the $170 billion IOU they issued is going to keep Medicare going. Now, no one can be 100% sure, but it seems like doctors will probably start quitting when they begin getting government IOUs instead of greenbacks for compensation!

Obama, Reid, and other Democrats are counting that $170 billion twice. They've taken $300 billion from us they say we'll get back in Medicare benefits. They've spent all but $130 billion of it, but continue to claim they've set aside the entire $300 billion for our benefit!

Here's the real kicker. The only way we get that $170 billion in benefits we were promised is to raise taxes on our children!

This is nothing short of stealing from future generations! Harry Reid and his Democrat Senate comrades are nothing more than two-bit con artists who would sell our children's future to satisfy our President who suffers with an "unprecedented" level of egotism and narcissism.

Tomorrow at 7:00 AM Eastern they vote to saddle our children and grandchildren with higher taxes, higher deficits, and a lower standard of living. Tomorrow morning, they will slap themselves on the back and congratulate themselves for conning us out of more of our money.

They'll be home until the middle of January. Make a point of letting your Senators know you haven't been fooled. Make sure they understand you know what they're up to, and that you'll do everything in your power to send them home when they're next up for reelection.

It Finally Happened - Reid Moved to Force Vote on Government Take Over of Health Care

Senate Majority Leader Harry Reid (D-NV) finally unveiled his manager’s amendment to the Democrats’ health care reform bill and announced that he believed he has 60 votes for cloture.

Reid's Health Care Manager's Amendment - Dems have it online here:  Once the reading is completed, Reid will likely file cloture on his manager’s amendment, the substitute amendment, and then the underlying bill. That would likely set up the first, and most important, cloture vote for 1 AM Monday.

After Senate Republican Leader Mitch McConnell forced a reading of the amendment, he said: "The history being made here is ignoring of the will of the American people. The history that is being made is that a bill sold as solving a major problem in our nation helps makes the problem worse. Because independent nonpartisan scorekeepers tell us that premiums, taxes, and overall health care spending will go up under this bill. If this were a good bill with bipartisan support, I assure you they would not be trying to pass this the weekend before Christmas and in the middle of the night. The next vote literally will be in the middle of the night, at 1:00 A.M. Monday morning.”  

It’s not just the obvious attempt to sneak this bill by Americans while they’re focused on friends and family that’s outrageous. Reid’s introduction of his amendment sight unseen Saturday morning and plan to vote on it barely 40 hours later specifically violates a pledge from Sens. Blanche Lincoln (D-AR), Evan Bayh (D-IN), Mary Landrieu (D-LA), Joe Lieberman (I-CT), Claire McCaskill (D-MO), Ben Nelson (D-NE), Mark Pryor (D-AR), and Jim Webb (D-VA). In an October letter, all eight senators had requested that “the legislation and its CBO scores” be posted online “72 hours before it is brought to a vote in the Senate” and the text of amendments be published before they are debated.  More Info below.

The 2,733 PAGES of the bill itself still cuts $470 Billion from Medicare, raises taxes by $518 billion, and nearly doubles the Medicare payroll tax ($87 Billion).   CBO writes, “Under the legislation, federal outlays for health care would increase during the 2010–2019 period, as would the federal budgetary commitment to health care.” So the bill still does not reduce costs, as Democrats claim it will. The deficit savings touted by Democrats, $132 billion over ten years, was spent in the month of October alone, when the budget deficit was $176 billion.  It imposes massive burdens on states that are already struggling under the weight of the cost of Medicaid. At the same time, however, it gives special sweetheart deals to a select few states.

Supposedly it’s amendment #3276.  Nelson’s Nebraska To Receive Extra Medicaid Funds Under Senate Bill . The manager's amendment goes a long way towards satisfying the demands of Democratic hold-out and all-important 60th vote Sen. Ben Nelson (D-NE). 
Nelson has recently complained that the proposed expansion of Medicaid to those earning below 133% of the Federal Poverty Line (FPL) would burden his state of Nebraska and suggested that states should be able to opt-in to the program.  Under the current merged legislation (the version unveiled on November 18th), the federal government fully finances care for the expanded population for two years and increases its matching funds (known as FMAP) thereafter. Page 98 of the managers amendment specifically identifies Nebraska for higher federal matching funds, fully funding its expansion for an additional year:

Worst Amnesty Bill Ever

Blogs for Borders: Rep. Luis Gutierrez (D-IL), has introduced a bill that is much, much more radical than any Amnesty bill ever introduced. The bill is H.R. 4321, the Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009. Rep. Solomon Ortiz (D-Texas) is the bill's official sponsor.Seniors with felonies would qualify! Illegal Aliens could NOT be arrested in most public places. Illegals with U.S.-born children will always be exempt from deportation.

Super-condensed summary of the two-page bill:
  • The bill outlaws all state and local laws against illegal immigration. It overthrows laws like those in Arizona, Oklahoma, and Georgia that punish companies for hiring illegal aliens.
  • It eliminates the 287(g) program in which local law enforcement helps identify and detect illegal aliens for the feds.
  • Job verification would no longer be possible, because this bill would ELIMINATE E-Verify! All our gains in verification over the last decade would be destroyed if this bill were to become law.
  • All Illegal Aliens in U.S. as of day-before-yesterday will be given immediate Amnesty.
  • The only ones not given the Amnesty are those who've committed a "serious crime." BUT, if the criminal is above 65 years old, no problem--they get the amnesty. (New industry--older criminals smuggled into U.S. to escape punishment in home countries?)

    A Moral Outrage Affecting Florida’s Children

    by Yomin Postelnik, Candidate for Florida House District 91: I am writing you today about a glaring problem that no one is doing anything about.

    Various state representatives have initiated educational reforms to combat some of the most egregious problems in our educational system. Representative Dorothy Hukill, in particular, deserves high praise for her bill to ban the use of “restraining rooms” for special needs students in our schools.

    Yet there is an even greater outrage that must be outlawed. Schools have taken to calling police and arresting children over classroom disruptions. If teachers and principals cannot think of some other form of punishment, then they have no business teaching – period.

    As a point of reference, here are two of the most shameful news stories on this issue:

    From the article: “According to the In 2007, Lee County's Juvenile Assessment Center processed 19 children younger than 9 for criminal offenses. This year, there have been nine - and 13 who were 10; 21 who were 11.”
    It’s more than time for us to do something about this situation. Children can be given a host of effective disciplinary measures, all of which are more effective than the sheer insanity outlined above.

    Repetitive line writing has trained more than one child to follow along with the rest of the class. Especially difficult cases can be handled by forcing the student to clean the entire schoolyard if necessary. Both of these measures get the message through to the child and neither causes long term trauma or complete and utter hatred of school as an institution.

    Arresting a child is not only dumb, it’s wantonly harmful. Is there a doubt in anyone’s mind that, by and large, those children will detest school and never again feel a desire to succeed? Is there any doubt in anyone’s mind that they will generally drop out of school at the earliest opportunity?

    If we’re looking to breed a new generation of criminals, then such measures are undoubtedly the way to go. But if we’re looking to raise students, this egregious practice must be stopped.

    If the situation continues, once elected, my first bill will be one to prohibit schools from requesting law enforcement for nonviolent disruptions. But we shouldn’t wait until November and I urge you to contact current representatives throughout the state and demand that action be taken on this issue.

    DCF Insanity: In other news, it has been discovered that the Department of Children and Families is allowing convicted felons to run daycare centers and to work in the field of child care. Their excuse for this utter idiocy is that DCF believes in second chances.

    Well I believe in redemption too!

    I believe that recalcitrant drug felons, prostitutes and small time burglars can be given jobs in customer service, in business relations and, if need be, even be given bureaucratic jobs at DCF. The most able of them can go on to run businesses. But I rightly draw the line at the preposterously incorrigible idea of giving them license to care for Florida’s children!

    This is exactly what happens when bureaucrats are left to their own devices and I pledge to be a sledgehammer of common sense on this and other matters of importance.

    Dr. Colburn Takes Stand In U.S. Senate

    Today, on the Senate floor, Senator (Dr.) Tom Coburn (R-OK) objected to dispensing the reading of a Sen. Bernie Sanders (I-VT)amendment on single payer health care. The clerk of the Senate will have to read the entire amendment, which is several hundred pages. Senate Republicans are united and committed to stopping this 2000 page, $2.5 trillion government takeover of health care from becoming law.

    The clerk of the Senate will have to read the entire amendment, which is 767 pages. This was a strategic decision discussed in the Leader’s office and with Sen. Coburn for quite some time. The conference is united behind this decision to read the amendment. Senate Republicans are united and committed to stopping this 2000 page, $2.5 trillion government takeover of health care from becoming law.

    As a result of Coburn's efforts, after the reading had begun, Sander's withdrew his amendment. Interesting, didn't he want everyone to know what was in his amendment? It appears this was also a violation of the Senate rules. Philip Klein reports:
    The Senate Republican leadership believes that the parlimentarian allowed Democrats to violate the rules of the Senate by allowing Sen. Bernie Sanders to cut off the reading of his single-payer proposal.

    When an amendment is introduced, it has to be read on the Senate floor unless the rest of the Senate agrees to cut off the reading, and typically, the requirement is waived through "unanimous consent." Yet today, Sen. Tom Coburn insisted that Sanders' 767 page bill be read on the Senate floor, which would have taken more than 12 hours.

    But about three hours into the reading, Sanders withdrew his amendment, and this stopped the reading of the bill. "In allowing Sanders to do that, it appears the parliamentarian has broken the standing rules of the Senate," a Republican aide emails. "We're looking into the implications of this and working on where to go from here."

    Here is the relevant part of Riddick's Senate Procedure, which the GOP believes Democrats have violated, emphasis was in the email:
    “Reading: Under Rule XV, paragraph 1, and Senate precedents, an amendment shall be read by the Clerk before it is up for consideration or before the same shall be debated unless a request to waive the reading is granted; in practice that includes an ordinary amendment or an amendment in the nature of a substitute, the reading of which may not be dispensed with except by unanimous consent, and if the request is denied the amendment must be read and further interruptions are not in order; interruptions of the reading of an amendment that has been proposed are not in order, even for the purpose of proposing a substitute amendment to a committee amendment which is being read. When an amendment is offered the regular order is its reading, and unanimous consent is required to call off the reading.” (Riddick’s Senate Procedure, P.43-44)
    "It looks like there’s nothing the Democrats aren’t prepared to do to jam this unpopular health care bill down the throats of the American public," the aide writes.

    How Will Importing Dangerous Terrorists Make America Safer?

    Today the Obama Administration is announcing it plans to import the terrorists held at the Guantanamo Bay prison – some of the most dangerous terrorists in the world – to the Thomson Correctional Center located outside Chicago, Illinois. This decision puts the interests of liberal special interest groups before the safety and security of the American people. Here’s how I addressed this issue at a press conference on Capitol Hill this morning:

    The American people don’t want dangerous terrorists imported on to U.S. soil, and time after time the House and Senate have reaffirmed this position with bipartisan votes rejecting the Administration’s plan. Yet this Administration is defying the will of the American people and importing them anyway. What’s worse, this decision is completely unnecessary considering that these terrorists were already being tried by military commissions, which were specifically designed under the law to prosecute such heinous acts.

    Republicans have offered a better solution. In May, we introduced the Keep Terrorists Out of America Act (H.R. 2294) to (1) affirm Congress’ opposition to transferring or releasing terrorists held at the Guantanamo Bay prison into the United States; (2) prohibit the Administration from transferring or releasing any terrorist detainees at Guantanamo Bay to any state without express approval from the state’s governor and legislature; and (3) prohibit the President from transferring or releasing a terrorist detainee into the United States unless he provides notification and certification to Congress. Our proposal reflects the will of the American people, and it puts a premium on their safety and security first and foremost.

    In their rush to bring Guantanamo Bay terrorists on to U.S. soil, Washington Democrats have repeatedly failed to articulate an overarching strategy to confront and defeat the terrorist threat. At the very least, the American people deserve to know how importing these dangerous terrorists and giving them the same rights as U.S. citizens will make us any safer. I have yet to see a good explanation, but Republicans will stand with Illinois families and seek every remedy at our disposal to stop this dangerous plan.

    America is Broke! Let's Stop the Madness

    Republican House Minority Leader John Boehner addressing the House Omnibus Bill: Were broke. Americas broke. All year long, our friends on the other side of the aisle have been on a massive spending spree that our nation cant afford. We had a trillion-dollar stimulus bill that was supposed to created jobs immediately, and yet unemployment is now at ten percent in America and three million people have lost their jobs since it was signed into law.

    We've got a budget that's going to double the national debt in five years, triple it in ten years. We've got a $12 trillion national debt. We brought a national energy tax bill to the floor that's going to cost a trillion dollars passed it. We had a health care bill here several weeks ago another trillion dollars passed it.

    When are we going to say, enough is enough? Here we are today wrapping six appropriations bills together. Were going to spend half atrillion dollars. And its got over 5,000 earmarks in it. Things like: $292,200 for the elimination of slum and blight in Scranton, Pennsylvania; $300,000 for music and education programs at New York Citys Carnegie Hall, where they pay the employee who oversees the props more than $530,000 in salary and benefits; and theres plenty in here for Washington as well: $150,000 for the National Building Museum and $250,000 for the Wolf Trap Center for the Performing Arts, a concert venue.

    Listen, I don't know how worthy any of these projects are, but I do have to ask a question: are they more important than our kids and grandkids, who are going to have the pay the debt because we don't have the money to spend on this? Its our kids and grandkids who are going to pay for it, and yet we can't find ways to cut spending.

    Before taking office, the President said he would go through the budget and these bills line-by-line, page-by-page. After Congress passed the $410 billion omnibus spending bill with more than 9,000 earmarks, the President signed it, and said, well that was last years business. Now the President says reducing the deficit is next years business that we need to spend our way out of this economic recession were in. Well I think the President ought to go through this bill line-by-line and page-by-page, all 2,500 pages of it. And then maybe hell figure out, we don't need to be spending this money that we don't have and piling more and more debt on the backs of our kids and grandkids. Instead, our bond rating, our AAA bond rating is in jeopardy and our Democrat friends want to raise the debt limit next week by $1.8 trillion. Instead, lets stop the madness and vote no.

    Marriage Penalty Hidden in Health Care Reform

    A closer look at premium payments in both the House and Senate health care bills shows higher premiums that might discourage couples tying the knot.
    For instance, in the House version, an unmarried couple each making $30,000 a year would pay $1,320 combined each year for private health insurance.  If that couple chose to marry, their premium would jump to $12,000 a year, a difference of $10,680.

    Allen Quist, a former Minnesota State legislator and current candidate for Congress, discovered the penalty while looking at numbers from the Committees on Ways and Means, Energy & Commerce, and Education & Labor. "This extraordinary penalty people will pay, should they marry, extends all the way from a two-person combined income of $58,280 to $86,640, a spread of $28,360," he wrote in a blog post.  "A large number of people fall within this spread. As premiums for private insurance escalate, as expected, the marriage penalty will become substantially larger."

    The Senate bill includes a similar penalty. "The Senate bill stipulates that two unmarried people, 52 years of age, with private insurance and a combined income of $60,000, $30,000 each, will pay a combined cost of $2,483 for medical insurance," Quist wrote.  "Should they marry, however, they will pay a combined cost of $11,666 for insurance — a penalty of $9,183 for getting married." The numbers are based on the government's definition of "poverty level."  Those above poverty level will pay higher premiums, and the excess would be redistributed to those in lower income levels.

    Quist explains that the government's definitions will play a critical role in whether people will choose to get married. "'Household' is defined in both bills as including those who can be claimed as dependents for federal income tax purposes, thereby clarifying that adults can avoid the marriage penalty by living together unmarried," he wrote.  "The new system provides a huge incentive for doing so."

    John Helmberger, CEO of the Minnesota Family Council and Institute, said the middle class will once again take the hit financially.  "This hidden marriage penalty," he said, "hits hardest the very people that are most suffering from the pathologies resulting from the decline of marriage in our culture."

    Toss Him in the EPA Gulag - Czar Obama Takes Aim at Congress

    Examiner Editorial - Czar Obama takes aim at Congress: There are so many deep flaws in the "Endangerment Ruling" announced Monday by President Obama's Environmental Protection Agency that it is quite possible the worst of them will escape notice. After all, it's hard to top the drama of the millions of lost jobs and the crippling energy crisis that will result if the agency begins regulating greenhouse gases -- mainly CO2. The agency unilaterally awarded itself authority to do just that with the ruling. But even worse will be the terrible damage this ruling will inflict upon one of the most basic of American constitutional pillars, the separation of powers among co-equal branches, in this case the president and Congress. Obama has launched a thermonuclear warhead aimed directly at the very heart of congressional authority.

    Here's why: The EPA Endangerment Ruling assigns to the agency authority under the Clean Air Act to regulate emissions not included under that law's purview. Indeed, when the original law was approved by Congress, nobody said a word about any agency of the federal government telling any business or industry in America how much CO2 it could emit. By now saying the law gives it unilateral authority to declare CO2 dangerous pollutants, the EPA is grabbing power to regulate the 85 percent of the U.S. economy that depends on energy derived from the burning of carbon-based fuels. Those fuels -- oil, natural gas, and coal -- are heavy CO2 emitters. This ruling thus renders congressional intent irrelevant. If the ruling stands, the law will then be whatever the president and his bureaucratic minions in the executive branch decree, not what the people decide acting through their elected representatives in Congress.

    Congressional liberals who failed to get their cap-and-trade scheme approved in the Senate are ecstatic about the EPA's ruling. There was a time when American liberals worried about excessive executive power; today they cheer as Barack Obama dons the robes of the imperial presidency in ways that Richard Nixon never dreamed possible. Consider, for example, the enthusiasm of Sen. John Kerry, D-Mass., who said "the message to Congress is crystal clear: Get moving. If Congress does not pass legislation dealing with climate change, the administration is more than justified to use the EPA to impose new regulations." In other words, if Congress heeds public opposition and refuses to pass cap-and-trade, well, then Czar Obama will act on his own.

    The Competitive Enterprise Institute is challenging the EPA Endangerment Ruling in federal court, but Congress ought not wait on the judicial branch to declare this action unconstitutional, as it surely should if and when the Supreme Court reconsiders the issue. Congress must assert its supreme authority now by denying funds for the enforcement of this pernicious ruling and explicitly directing EPA to withdraw it. Like Obama, Harry Reid and Nancy Pelosi are Democrats, but does that mean they must also be his servants?

    Harry Reid Twists Civil Rights History To Bash GOP

    Francis Rice, Chairman, National Black Republican Association: Confident that liberal historians have successfully re-written civil rights history, Senate Majority Leader Harry Reid brazenly compared Republican health care reform opponents to supporters of slavery, ignoring the fact that the Democratic Party fought to expand slavery while the Republican Party fought to end it. Not satisfied with just playing the race card on the senate floor, the Nevada Democrat also accused Republicans of opposing women's suffrage, never mind that the Republican Party also championed women's rights.

    Democrats sang a different tune when inner-city minister Rev. Wayne Perryman sued the Democratic Party for that party's 150-year history of racism, a case that went all the way to the United States Supreme Court. Democrats came into court and, under oath, admitted their racist past that Sen. Reid is now trying to foist on the shoulders of Republicans. In court, Democrats refused to apologize for their racism and, using an army of lawyers, relied on the legal technicality of "standing" to avoid a court order against them, knowing they can take the black vote for granted.

    So, what did the Democrats admit under oath?  Below are highlights of civil rights history.  For additional details, see the NBRA Civil Rights Newsletter posted on the website of the National Black Republican Association.

    As author Michael Scheuer stated, the Democratic Party is the party of the four S's:  slavery, secession, segregation and now socialism.  Democrats have been running black communities for the past 40 years, and the failed socialist policies of the Democrats have turned those communities into economic and social wastelands.  Incredibly, Democrats blame Republicans for the deplorable conditions created by Democrats.  Since the so-called War on Poverty of the 1960's, over nine trillion dollars have been spent on poverty-related programs, with no movement in the poverty needle.

    Etched in history and exposed in Perryman's book, "Unfounded Loyalty", is the sordid details of Democratic Party racism - past and present. The Democratic Party, through its racist agenda and "States' Rights" claim to own slaves, sought to protect and preserve the institution of slavery from 1792 to 1865, thus keeping enslaved millions of blacks. Democrats formed the Confederacy, seceded from the Union and fought a Civil War (1861 to 1865), a war where over 600,000 citizens were killed, including many thousands of blacks. In his book, Perryman also provides the details about how the Republican Party was started in 1854 as the anti-slavery party, fought to free blacks from slavery and championed civil rights for blacks and women.

    During the Civil War, Republican President Abraham Lincoln issued the Emancipation Proclamation on January 1, 1863 which ordered the freeing of slaves in states that were rebelling against Union forces.  Republicans passed the Thirteenth Amendment on January 31, 1865 that was ratified on December 6, 1865 to abolish all slavery in the United States.

    Democrats passed discriminatory Black Codes in 1865 to suppress, restrict, and deny blacks the same privileges as whites. The Codes forced blacks to serve as apprentices to their former slave masters. Democrats also prevented blacks from getting the promised "40 acres and a mule". In 1866, the Ku Klux Klan was started by Democrats to lynch and terrorize Republicans, black and white, and the Ku Klux Klan became the terrorist arm of the Democratic Party. Over 3,000 Republicans were killed by the Klan, of whom 1,000 were white and 2,000 were black. Details about the Democratic Party and the Ku Klux Klan can be found in the book "A Short History of Reconstruction" by Dr. Eric Foner.

    To counter the discriminatory and terrorizing actions by Democrats, Republicans passed the Civil Rights Act of 1866 and the Reconstruction Act of 1867 that were designed to establish a new government system in the Democrat-controlled South, one that was fair to blacks. Further, the Fourteenth Amendment championed by Republicans was ratified in 1868 that granted blacks citizenship.  The Fifteenth Amendment also championed by Republicans was ratified in 1870 that granted blacks the right to vote.

    Determined to stop blacks from having equal rights, Democrats passed discriminatory Jim Crow Laws starting in 1875 to restrict the rights of blacks to use public facilities. In response, Republicans passed the Civil Rights Act of 1875 which prohibited racial discrimination in public facilities.

    Shamefully, Democrats fought against anti-lynching laws, and when the Democrats regained control of Congress in 1892, they passed the Repeal Act of 1894 that overturned civil right laws enacted by Republicans. Further, the U.S. Supreme Court sided with Democrats and against blacks in the case of "Plessy v. Ferguson" in 1896 where the Supreme Court established the "separate but equal" doctrine. That opinion stated that it was not a violation of the U.S. Constitution to have separate facilities for blacks. It took Republicans nearly six decades to end these restrictions and finally get the civil rights laws of the 1950's and 1960's passed over the objection of the Democrats.

    During the civil rights era of the 1960's, Dr. Martin Luther King, Jr. fought to stop Democrats from denying civil rights to blacks. It should come as no surprise that Dr. Martin Luther King, Jr. was a Republican as has been affirmed by one of his nieces. Dr. King fought against Democrat Public Safety Commissioner Eugene "Bull" Connor in Birmingham who let loose vicious dogs and turned skin-burning fire hoses on black civil rights demonstrators.

    Democrat Georgia Governor Lester Maddox famously brandished ax handles to prevent blacks from patronizing his restaurant. Democrat Alabama Governor George Wallace blocked the entrance of two black students at the University of Alabama in 1963 and thundered, "Segregation now, segregation tomorrow, segregation forever". All of these racist Democrats remained Democrats until the day they died. In fact, racist Democrats declared that they would rather vote for a "yellow dog" than a Republican because the Republican Party was known as the party for blacks.

    The so-called "Dixiecrats" remained Democrats and did not migrate to the Republican Party. The Dixiecrats were a group of Southern Democrats who, in the 1948 national election, formed a third party, the State's Rights Democratic Party with the slogan: "Segregation Forever!"  Even so, they continued to be Democrats for all local and state elections, as well as for all future national elections.

    The Democratic Party supported the Topeka, Kansas school board in opposition to school integration in the 1954 "Brown v. Topeka Board of Education" Supreme Court decision by Chief Justice Earl Warren who was appointed by Republican President Dwight Eisenhower. This landmark decision ended school segregation and declared that the "separate but equal" doctrine created by the 1896 "Plessy v. Ferguson" decision violated the 14th Amendment.

    After the Brown decision, Democrat Arkansas Governor Orville Faubus tried to prevent desegregation of a Little Rock public school. President Eisenhower sent troops to Arkansas to desegregate the schools and pushed through the 1957 Civil Rights Act. In 1958, Eisenhower established a permanent US Civil Rights Commission that had been rejected by prior Democrat presidents, including President Franklin D. Roosevelt.

    Little known is the fact that Republican Senator Everett Dirksen from Illinois, not Democrat President Lyndon Johnson, pushed through the landmark 1964 Civil Rights Act. In fact, Dirksen was instrumental in the passage of civil rights legislation in 1957, 1960, 1964, 1965 and 1968.   Dr. Martin Luther King, Jr. hailed Senator Dirksen's "able and courageous Leadership", and "The Chicago Defender", the largest black-owned daily at that time, praised Senator Dirksen "for the grand manner of his generalship behind the passage of the best civil rights measures that have ever been enacted into law since Reconstruction".

    The chief opponents of the 1964 Civil Rights Act were Democrat Senators Sam Ervin, Albert Gore, Sr. and Robert Byrd (a former official in the Ku Klux Klan). Democrat Senator Byrd who conducted a filibuster against the 1964 Civil Rights Act is still in Congress. None of those racist Democrats became Republicans.

    Democrats ignore the pivotal role played by Senator Dirksen in obtaining passage of the landmark 1964 Civil Rights Act, while heralding President Johnson as a civil rights advocate for signing the bill. Notably, in his 4,500-word State of the Union Address delivered on January 4, 1965, Johnson mentioned scores of topics for federal action, but only thirty five words were devoted to civil rights. He did not mention one word about voting rights. Information about Johnson's anemic civil rights policy positions can be found in the "Public Papers of the President, Lyndon B. Johnson," 1965, vol. 1, p.1-9.

    In their campaign to unfairly paint the Republican Party today as racist, Democrats point to President Johnson's prediction that there would be an exodus from the Democratic Party because of Johnson's signing the Civil Rights Act of 1964. Omitted from the Democrats' rewritten history is what Johnson actually meant by his prediction.

    Johnson's statement was not made out of a concern that racist Democrats would suddenly join the Republican Party that was fighting for the civil rights of blacks.  Instead, Johnson feared that the racist Democrats would again form a third party, such as the short-lived States Rights Democratic Party.  In fact, Alabama's Democrat Governor George C. Wallace in 1968 started the American Independent Party that attracted other racist candidates, including Democrat Atlanta Mayor (later Governor of Georgia) Lester Maddox.

    Democrat President John F. Kennedy is also lauded as a civil rights advocate.  In reality, Kennedy voted against the 1957 Civil rights Act while he was a senator.  After he became president, John F. Kennedy opposed the 1963 March on Washington by Dr. King that was organized by A. Phillip Randolph who was a black Republican.  Dr. King criticized Kennedy for ignoring civil rights issues.  This criticism was one of the reasons that Kennedy, through his brother Attorney General Robert Kennedy, had Dr. King wiretapped and investigated by the FBI on suspicion of being a Communist in order to undermine Dr. King.

    When the King family sought help with getting Dr. King out of a Birmingham jail, Richard Nixon did not respond because he knew that no individual Republican could have any control over the actions of the racist Democrats in the South. Kennedy's civil rights advisor, Harris Wofford who was a personal friend of Dr. King, made a telephone call on behalf of President Kennedy without Kennedy's knowledge that resulted in Dr. King's release.  Kennedy was angry about the call because he feared that he would lose the Southern vote.  History shows, though, that the call By Wofford eventually worked in Kennedy's favor and is the primary reason so many blacks wrongly revere Kennedy today.

    In the arsenal of the Democrats is a condemnation of Republican President Richard Nixon for his so-called "Southern Strategy." These same Democrats expressed no concern when the racially segregated South voted solidly for Democrats for over 100 years, yet unfairly deride Republicans because of the thirty-year odyssey of the South switching to the Republican Party that began in the 1970's.  Nixon's "Southern Strategy" was an effort on his part to get fair-minded people in the South to stop voting for Democrats who did not share their values and were discriminating against blacks. Georgia did not switch until 2004, and Louisiana was controlled by Democrats until the election of Republican Governor Bobby Jindal in 2007.

    As the co-architect of Nixon's "Southern Strategy", Pat Buchanan provided a first-hand account of the origin and intent of that strategy in a 2002 article. In that article, Buchanan wrote that when Nixon kicked off his historic comeback in 1966 with a column about the South (written by Buchanan), Nixon declared that the Republican Party would be built on a foundation of states rights, human rights, small government and a strong national defense, and leave it to the "party of Maddox, Mahoney and Wallace to squeeze the last ounce of political juice out of the rotting fruit of racial injustice".

    The fact that Republicans today are not racist is explained clearly in the article"The Myth of the Racist Republicans" by Gerard Alexander that is posted on the Claremont Institute's website.

    Democrats generate false charges of racism against the Republican Party in order to keep blacks from voting for Republicans by making unfair accusations against Republican leaders such as Trent Lott who Democrats denounced for his remarks about Senator Strom Thurmond.  However, there was silence when Democrat Senator Christopher Dodd praised Senator Byrd, a former official in the Ku Klux Klan, as someone who would have been "a great senator for any moment."  Senator Thurmond was never in the Ku Klux Klan.  After Thurmond had a change of heart and joined the party of freedom and equality for blacks - the Republican Party - Thurmond defended blacks against lynching and the discriminatory poll taxes imposed on blacks by Democrats.

    While claiming to care about diversity, Democrats readily demean black Republicans who do not toe the Democratic Party's liberal agenda line, denigrating them as "sellouts", "Uncle Toms", "House Negroes", "House N-word", and worse.

    The time is now for Democrats, starting with Senate Majority Leader Harry Reid, to stop using race baiting as a political weapon and apologize to blacks for their history of racism so that our nation can finally heal our racial wounds.

    The NBRA delivered a petition in 2007 to Sen. Reid and House Speaker Nancy Pelosi demanding an apology for the Democratic Party's racist history. We also sent an open letter to President Barack Obama requesting that he, as the leader of the Democratic Party, issue a formal proclamation of apology for the documented atrocities and accumulated wrongs inflicted upon black Americans by the Democratic Party for over 150 years. It's the right thing to do, but we won't hold our breath.

    Where Are the Men?

    by Phyllis Schlafly: The U.S. Commission on Civil Rights announced in November that it will investigate whether colleges illegally discriminate against women by admitting less qualified men. This is only the latest in a decades-long campaign by the feminist lobby to sell the false propaganda that girls are cheated all through the education system, K through 12.

    Colleges used to have a male-female ratio of about 60-40, and suddenly, we've discovered that it's close to 40-60. Colleges don't like this change; men don't like it; women don't like it; but the feminists are bragging about it and plan to use their clout in the government bureaucracy and in the Democratic Party to maintain it.

    One of the causes for this dramatic shift is that colleges perceive applications by women to be better than those by men. Another cause seems to be that men don't seem to be as eager to get a college education as women.

    We see the results in the granting of degrees. Women receive 58% of bachelor's degrees in four-year colleges, 62% in community colleges, and graduate degrees are headed in the same direction. Those who worry about the continuation of American exceptionalism are concerned because, if they have the courage to face reality, they know that women and men follow different paths both in and after college. Many more men than women drop out before graduation, and women receive only about a fifth of bachelor's degrees in engineering, physics, or computer science.

    After college, men and women make different choices, too. Women don't take the risks necessary for business start-ups or for business ownership, or choose the social isolation of technical laboratories, in anywhere near the proportion of men.

    But why is it that women knock at the college admissions office with higher high-school grade-point averages, better essays, and even a bigger variety of extracurricular activities than men? Fewer boys manifest significant interest in academic achievement or aspirations to walk through the doors that a college degree can open. Even the Wall Street Journal calls this the "boy mystery" that "nobody has solved." We should respond with the famous line attributed to Sherlock Holmes, it's "elementary, my dear Watson."

    We can even claim a double entendre for the word elementary. The reason is obvious, and the causes originated in elementary school. The ultra-feminist American Association of University Women (AAUW) issued a report in 1992 called "How Schools Shortchange Girls." It claimed "findings" that teachers focused their attention on boys, neglected girls, and discouraged girls from taking important math and science courses.

    The AAUW report was a lie that started real discrimination against boys and young men plus government spending to address a non-existent problem. The AAUW report was fully debunked by researcher Christina Hoff Sommers, who proved that feminist claims that girls are shortchanged in school are "riddled with errors" and not "published in peer-reviewed professional journals."

    Elementary schools are not only ruled by females; they are dominated by feminists who make school unpleasant for boys from the get-go. Fewer than ten percent of elementary school teachers are men, giving boys the distinct impression that school is not for them.

    Elementary school teachers used to understand that boys will be boys, but teachers now look upon boys as just unruly girls. Feminists manifest hostility to males and to masculine traits such as competitiveness and aggressiveness, and instead reward typical female behaviors such as non-assertiveness and group cooperation.

    Schools cannot make gender go away by pretending that boys do not have an innate masculinity, or by trying to suppress it with ridiculous zero-tolerance punishments, banning sports such as dodge ball and tag, and allowing only playground games without winners. Five- and six-year-old boys are not as able or willing as little girls to sit quietly at a desk and do neat work with pencil and paper. Even worse is the appalling fact that first-grade kids are not taught how to read phonetically, and the assigned stories are mostly about topics of interest to girls not boys.

    It's no wonder that boys are more likely to have academic or behavior problems, repeat a grade, get suspended, be enrolled in special education programs, or become involved in drugs, alcohol or crime. Little boys make the calculation that school (and college) is not an environment where they want to remain. The solution to the college 40-60 male-female problem is certainly not to let the feminist bureaucrats force colleges to admit an even higher percentage of women. One solution is for colleges to be told (by regulation or statute) that a 50-50 male-female ratio is not, by definition, "sex discrimination."

    The Jarrett Chronicles: Corruption – The Chicago Way

    Check out this five part series on Valerie Jarrett that was just released from the Americans for Limited Government Research Department.
    1. Valerie Jarrett’s Grove Parc Fiasco: The Rich Got Richer: “In 1987, U.S. District Judge Marvin Aspen had appointed Habitat to oversee construction of all public housing in Chicago as part of the historic Gautreaux case, which found that the CHA had failed for decades to integrate housing. At first, Habitat’s job was to desegregate housing by building “scattered site” units in more affluent white neighborhoods across the city. But the effort had little impact. The company built about 1,800 units, mostly in lower-income Hispanic neighborhoods before the program ended.”
    2. Valerie Jarrett’s Underwater Demolition: Cataloging Failure: Mayor Daley was displeased when Jarrett lost Spiegel, a catalog company which had operated warehouses in Chicago for 88 years. Daley wanted a more aggressive effort from the Department of Planning and Development. The company wanted to relocate its old warehouses. Her department proposed six sites, but Spiegel found all of them to be deficient. The best site was covered with 20 to 30 feet of water. Jarrett promised that the site could be filled-in in time to meet Spiegel’s deadline, but the company did not believe it.
    3. Valerie Jarrett and Cecil Butler: Partners in Slime: Cecil Butler started managing the Lawndale Restoration, a low-income community in 1974. In 1995, Cecil Butler received a $51 million loan, backed by the state, to renovate Lawndale Restoration. In 1999, Valerie Jarrett’s Habitat formed an LLC with Butler’s Boulevard Management. In 2000, Cecil Butler hired the Habitat Company to manage Lawndale Restoration.
    4. The Valerie Jarrett Health Care Plan: In 2004, Jarrett’s Habitat Company violated the Family and Medical Leave Act by terminating an ill employee. David Burnett had been employed with Habitat for fourteen years. His boss had no problems with him until late 2003 when Burnett began to have symptoms of prostate cancer.
    5. Valerie Jarrett’s Cronies See “Green”: It appears that Jarrett tried to get a contract for Allison Davis, Obama’s former boss. In 1996, Habitat was overseeing the redevelopment of Cabrini Green. Habitat seemed to favor a plan from MCL/ASD LLC. This partnership was the creation of Dan McLean of MCL Development Corporation and Allison Davis. Davis went on to become a major fundraiser for Obama.

    Don’t Kill The Recovery, Mr. President - Stop The Spending!

    Gary Bauer, Campaign for Working Families: The president got some much-needed good news this morning. The unemployment rate has dropped – it’s now just 10%, down from 10.2%. This is an early and hopeful sign of recovery, and that’s a great Christmas present for many Americans. But this good news is happening in spite of the policies coming out of the White House and Congress, and because of the institutions and individuals the president frequently criticizes – businesses and entrepreneurs.

    We reported yesterday that the White House hosted a jobs summit. No critics were invited, and no one who was there was willing to tell the president how jobs are created. We looked around and to the best of our knowledge, no on had the audacity to stand up to the president and tell him how he could help create jobs without spending a dime. No one stood up and said:
    “Mr. President, take cap and trade off the table. Take healthcare ‘reform’ off the table. Take card check off the table. All of these big government programs will make it necessary to raise taxes down the road, which creates tremendous uncertainty for small business owners and entrepreneurs.”
    Unfortunately, no one at the White House is willing to sacrifice their leftwing ideology in order to get Americans back to work. In fact, it’s worse than that. By the end of the day, the administration and its allies in Congress were advocating a new tax on stock transactions and voting to permanently reinstate the death tax at a whopping 45%.

    So, once again, they’ve fallen into the socialist trap that higher taxes and more government create wealth and prosperity, when in reality Big Government and high taxes consume wealth and destroy prosperity. The U.S. economy is very resilient, and it is doing its best to move forward one step at a time in spite of all the uncertainty. But the major tax hikes and massive spending that Obama, Reid and Pelosi are planning for the years ahead will kill the recovery.

    Stop The Spending! America is going broke. The national debt now exceeds $12 trillion and is growing at rates unmatched since WWII. We’ve amassed massive unfunded promises to guarantee future entitlement benefits, which, added to liabilities like debt, total nearly $57 trillion. If Congress does not address this issue, it won’t be long before every penny of the federal budget will be used just to pay for interest on the debt and entitlement spending.

    There would be no money for critical priorities like national defense, homeland security and medical research. The dollar would lose its status as the primary international reserve currency, meaning that everything that is traded internationally, such as food and oil, would increase in price. Deficits choke the investment needed to create jobs. And our biggest bankers – countries like China and Saudi Arabia – are hardly friends.

    Leaders of both political parties have been reluctant to acknowledge the severity of this issue and to take the necessary action to curtail spending. Congress’ paralysis comes at great cost to our children and grandchildren. Rep. Frank Wolf (R-VA) has an idea to address our growing fiscal crisis that deserves consideration.

    The Securing America’s Future Economy Commission Act (SAFE – H.R. 1557) would establish a bipartisan commission to look at all federal spending -- constitutionally mandated expenditures, entitlement programs, tax policy, and more. The Commission, modeled after the federal base closing process, would hold public meetings across the country to hear from the American people and then develop a series of recommendations to improve the nation’s financial health. Then Congress would be required to vote up or down on the panel’s proposals.

    Congress has shown itself to be incapable of tackling overspending, and it will take a mechanism with teeth to ensure action. SAFE has more than 100 co-sponsors, yet the congressional leadership has failed to bring this critical measure to the floor for a vote.
